REQUEST FOR EXPRESSION OF INTEREST – ENVIRONMENTAL AND SOCIAL MANAGEMENT CONSULTANT (RETAINER BASIS) Request for Expression of Interest (REOI) Individual Consultants Country: MALAWI Programme: Financial Access for Rural Markets, Smallholders and Enterprises (FARMSE) Assignment title: Environmental and Social Management Consultant (Retainer Basis) Reference no: FARMSE/11/2022/MW The Government of Malawi has received financing from the International Fund for Agricultural Development (IFAD) and NORAD towards the cost of FARMSE, and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant as part of the post of Environmental and Social Management Consultant. The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with FARMSE, Rationale for the ESMF Consultant FARMSE programme which has been operational for three years developed an Environmental and Social Management Framework (ESMF) last year. The ESMF provides guiding procedures land tools to avoid, minimize and mitigate potential environmental and social risks that are likely to arise during planning and implementation of sub-project level activities/interventions/ initiatives supported by FARMSE The programme now plans to operationalize the ESM and seeks to engage a short term consultant who will be hired on a retainer basis, and will conduct capacity building exercises as well as biannual social and environmental assessments. Duties and responsibilities of the Consultant Under the overall guidance of the FARMSE Programme Coordinator, and in coordination with technical team (all levels), the Environmental and Social Consultant, shall be responsible for Mainstreaming ervironment, climate and social considerations into the project and in close Collaboration with the Implementing partners as needed. Oversee the implementation of the ESMF, screening of sub-projects and development of Environment and Social Management Plan (ESMP) under UPG and CBFO subprojects and its Monitoring Plan in line with its category B status. Identify and advise IPs and relevant stakeholders on opportunities to strengthen their positive environmental, social and climate outcomes within the course of implementation. Liaise with IFAD to ensure the FARMSE PMU is trained on the compliance aspects of environment, climate and social safeguards Act as the focal point for IFAD on all environmental, climate, social and safeguards matters related to the project Ensure that proper screening tools and guidance are given to IPs to ensure that they do of finance operations that will lead to adverse environmental and social impacts through the funded business plans Capacity building of relevant district council sectoral to conduct regular assessments of due diligence of IPs in terms of their environmental and social policies and procedures, and their capacity to implement them Adequate incorporation of capacity building initiatives on sustainable ENRM and climate change adaptation in the projects actives. This incudes trainings on good agricultural practices for entrepreneurs in the agribusiness sector, the promotion of green technologies, etc, and the captalization of climate risk management capacity. Planning and implementing environmental awareness activities for beneficiaries and IPs. This can be done through the capacity building activities where potential environmental issues and good environmental management practices are presented Initiate dialogue with environment and climate risk focused institutions and policy dialogue to improve agricultural strategies. Support development and review of existing project documentation, in particular all documentation related to safeguard implementation (project implementation manual, ESMPs, checklist for screening subprojects, monitoring planet). in this review determine whether the coverage is comprehensive, the depth of the analysis is adequate and what various requirements are consistent with IFADs requirements as part of Social Environment and Climate Assessment Procedures (SECAP) Provide leadership to the project in monitoring of compliance and reporting, in close collaboration with the Project Coordinator, Component Leads, and M&E Specialist Build strong relationships with relevant and technical agencies related to the project. Support project in the development of Annual Work Plans and Budgets including Procurements plans Assist in the development of the grievance redress mechanism for the programme Perform related field work as required and produce bi-annual environmental and social report based on fold inspection and document reviews,

Skill Requirement

Qualifications The assignment is to be carried out by an individual consultant with a minimum of Master’s Degree in Natural Sciences, Social Sciences or other related qualifications. The consultant should also have the following added attributes: A minimum of five years’ experience from similar assignments, Experience of working in rural development programmes Proven five years’ experience in gender responsive and social inclusive programming; Excellent analytical, communication and report wring skits, Duration of Contract The assignment is for a maximum of 110 days spread over a period of one calendar year. The contract may be renewed under the same arrangement subject to satistactory performance, This request for proposals follows the general procurement notice that appeared in Nation and Daily Times newspapers on 14th- 15th September and 17th September 2018, on the IFAD website and on DgMarket 15th and 14th September 2018 respectively. The attention of interested consultants is drawn to IFAD’s Anti-Money Laundering and Countering the Financing of Terrorism Policy and the Revised IFAD Policy on Preventing Fraud and Corruption its Activities and Operations . The latter sets forth IFAD’s provisions on prohibited practices. IFAD further strives to ensure a sale working environment free of harassment, including sexual harassment, and tree of sexual exploitation and abuse (SEA) ins activities and operations as detailed in its IFAD Policy to Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse Interested consultants shall not have any actual, potential or reasonably perceived conflict of interest. Consultants with an actual, potential or reasonably perceived conflict of interest shall be disqualified unless otherwise explicitly approved by the Fund, Consultants are considered to have a conflict of interest if they a) have a relationship that provides them with undue or undisclosed information about or influence over the selection process and the execution of the contract, or b) have a business or family relationship with a member of the client’s board of directors or its personnel, the Fund or its personnel, or any other individual that was, has been or might reasonably be directly or indirectly involved in any part of the preparation of the REOI, (i) the selection process for this procurement, or (ii) execution of the contract. Consultants have an ongoing obligation to disclose any situation of actual, potential or reasonably perceived conflict of interest during preparation of the EOI, the selection process or the contract execution. Failure to properly disclose any of said situations may lead to appropriate actions, including the disqualification of the consultant, the termination of the contract and any other as appropriate under the IFAD Policy on Preventing Fraud and Corruption in its Projects and Operations.
