MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) SPECIALIST (GRADE 15) 1 POSITION BASED AT THE NATIONAL OFFICE IN LILONGWE

Purpose of the position:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist will be responsible for a functional MEAL system for the Humanitarian Emergency Affairs (HEA) department. The MEAL Specialist will assume
responsibility for full-cycle monitoring and evaluation of HEA projects and initiatives, both new and established. Developing appropriate methodologies and tools to design evaluations, compiling reports, providing accountability and ensuring efficiency and effectiveness of the HEA department.

Major Responsibilities:

1. MEAL System Implementation

  • Develop, implement, and assess monitoring frameworks for Technical Programs and projects, as well as for funding proposals
  • Develop the overall framework for project M&E systems in collaboration with donor and senior project staff, including requirements, reporting, baseline, and evaluation surveys;
  • Develop and monitor projects management plan to systematically document performance.

2. Programme Effectiveness

  • Assist in planning and implementation of baseline surveys, monitoring and evaluation/PDM exercises and impact assessments when needed;
  • Facilitate design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans during annual work-planning process
  • Ensure the alignment of M&E activities with program goals
  • Contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E
    activities

3. Documentation and Reporting

  • Provide technical leadership in reporting and communication including documentation of best practices.
  • Ensure a unified approach to partner self-assessment and programmatic close-out reporting
  • Conduct field visits for data validation ( Routine Data Quality Assessment) and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data;
  • Capture and document lessons learned; and champion the scaling up best practices

4. MEAL Capacity Building

  • Identify the MEAL training needs of the HEA team including
  • Develop and implement a capacity training plan
  • Build capacity of staff and stakeholders in community based monitoring
  • Build capacity of staff and stakeholders in DPA

5. Programme Transition Leadership

  • Planning and implementation of projects transition
  • Build capacity of staff and stakeholders in projects transitionHumanitarian Accountability
  • Working with the Quality Assurance team for Humanitarian Emergency Affairs department to develop
    accountability frameworks
  • Provide leadership in implementing and rolling out structured community and feedback mechanisms for TP
    operations
  • Establish and manage Complaint and Feedback Mechanism, which facilitate beneficiaries/communities to register complaints and share feedback.

Knowledge, qualification and experience required

  1. Bachelor Degree in Social Science, Education, Biostatistics, Public Health, Economics.
  2. Good level of proficiency in qualitative and quantitative analysis using statistical packages including SPSS /STATA and ENA for SMART/EPI INFO,
  3. Demonstrated experience in program design, monitoring and evaluation or management, having served at such a position before for at least one year
  4. Ability to design M&E tools, surveys, surveillance systems, and evaluations
  5. Demonstrated ability to build capacity of local partners
  6. Committed to World Vision Values

  8. Excellent drafting and analytical skills
  9. Ability to design M&E tools surveys and evaluations
