Financial Access for Rural Markets, Smallholders and Enterprises (FARMSE)The Financial Access for Rural Markets, Smallholders and Enterprise Programme (FARMSE) is a seven year Malawi Government Programme covering the period 2018 to 2025. The Programme was approved on 6th June 2018. The total cost of the programme is US$57.7 million financed by the International Fund for Agricultural Development (IFAD), Government of
Malawi and private sector participants. The overall goal of FARMSE is to reduce poverty, improve livelihoods and enhance the resilience of rural households on a sustainable basis and the its development objective is to increase access to, and use of, a range of sustainable financial services by rural households and micro, small, and medium enterprises.
The programme has three technical components including (i) Component 1: Ultra-poor graduation model development and scaling up that supports on-going government efforts in developing and delivering effective ultra-poor graduation programmes in rural areas to reduce extreme poverty levels among both ultra-poor labour constrained and non-labour
constrained households; (ii) Component 2: Support to Financial Innovation and Outreach seeks to overcome numerous barriers to financial services to the rural poor. It supports the development of informal and formal financial services best suited to ultra-poor non-labour constrained, poor but food-secure, vulnerable to poverty, and low income but resilient to poverty
households, emphasizing savings and credit for on and off farm enterprise; (iii) Component 3 –Strategic Partnerships, Knowledge Generation, and Policy seeking to strengthen macro level regulatory and financial sector policy and institutional capacity including supporting poverty graduation policy and systems and the development and review of broader and inclusive
rural finance policies and strategies.
FARMSE is a nation-wide programme covering all the 28 districts in Malawi using demand driven approach of implementing agencies for Component 2 and geographical targeting guided by national poverty and food security statistics for Component 1.
Job Title: Assistant Monitoring & Evaluation Officer (1)
Duration: Aligned to the Programme duration
Recruitment : Malawian National
Contract: One year renewable based on performance
Reports to: Monitoring and Evaluation Specialist.
Purpose
As a member of the FARMSE Programme Management Unit, the Assistant Monitoring & Evaluation Officer will ensure that FARMSE’s vast data is systematically collected, processed, analysed and managed.The officer will report to and work closely with FARMSE’s Monitoring and Evaluation Specialist.
Key Responsibilities and Duties of the Assistant Monitoring & Evaluation Officer
The specific responsibilities include (but are not limited to) the following:
1. Ensure that data from FARMSE’s service providers and implementing partners is regularly collected in accordance with laid down procedures and timelines;
2. Assess the accuracy and reliability of information submitted by implementing partners or generating from beneficiaries;
3. Consolidate data submitted by various FARMSE service providers for ease of use by the programme;
4. Assist Programme’s M&E specialist in designing and reviewing data collections tools and data capturing formats using user friendly statistical packages;
5. Timely input all programme data into FARMSE database;
6. Generate data outputs presented in informative formats for ease of use in programme reports or any other programme dissemination channels in a timely manner;
7. Ensure that reliable data is provided for preparation of programme progress reports and programme’s update information sheets;
8. Assist M&E Specialist in training programme implementing partners in FARMSE Monitoring and Evaluation requirement;
9. In liaison with FARMSE district coordinators, undertake regular field monitoring of programme intervention in the districts and produce field reports;
10. Assist the programme in conducting regular programme reviews
11. Assist in designing periodic programme sample surveys
12. Undertake any other task as may be assigned by the Monitoring and Evaluation Specialist.
Education and Experience
• University degree in statistics or any degree with some statistics
• At least one year of practical experience in data management.
Competencies
• Strong data analytical skills and proven ability to work with figures;
• Self-starter and ability to work with no or minimal supervision;
• Ability to work under pressure and meeting deadlines.
