ASSOCIATE DIRECTOR – PLANNING, MONITORING AND EVALUATION-GLOBAL FUND PROJECT (GRADE 17) 1 POSITION BASED AT THE NATIONAL OFFICE IN LILONGWE

Purpose of the position:
Under the supervision of the Chief of Party (COP), the Associate Director for Planning, Monitoring and Evaluation (PM&E) has overall responsibility for coordination of all planning, monitoring and evaluation of activities of the Global Fund Grants. He/she is required to build and manage monitoring systems, lead mixed methods measurements such as baseline and evaluations and effectively promote evidence-based program management. Provide technical expertise on learning agendas, consortium learning practices. and provide input to senior management for program adaptation based on key learning. S/He will also provide technical guidance and supervision of sub-grantees and/or sub-contractors on Monitoring and Evaluation related issues.

Knowledge, qualification and experience required

  • A master’s degree in a quantitative field (economics, agricultural/development economics, statistics, bio-statistics; nutrition, applied sociology, anthropology, or other relevant subject) with significant training in quantitative methods is an added advantage.
  • Degree in statistics, economics, bio- statistics, or other relevant degree in data management and analysis is required.
  • 8 Years progressive experience in Planning; Monitoring and Evaluation at senior leadership level.
  • Demonstrated experience in leading the PM&E of a large award.
  • Demonstrated experience and expertise in developing and operationalizing a comprehensive monitoring and evaluation plan.
  • Demonstrated expense arid experience in developing and operationalizing routine monitoring systems designed to hack both output and outcome indicators. 
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
