A. BACKGROUND

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objective in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years. Malawi is a priority for German international cooperation and currently focuses on three priority areas: education, health and private sector development in rural areas. In addition to our work on these areas, we also work on public financial and economic management and social protection.

The Food and Nutrition Security Programme (FNSP) in Malawi is implemented as part of the global programme ‘Food and Nutrition Security, Enhanced Resilience’ under the ONE WORLD – No Hunger initiative, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). Implementation started in 2015 and is expected to end in 2025. FNSP supports the national ‘Scaling up Nutrition (SUN)’ initiative – especially among pregnant and lactating women (PLW), infants and young children (0-23 months) with the Department for Nutrition, HIV and AIDS (DNHA) in the Ministry of Health as the lead political partner. The programme delivers results at household and community level, district level as well as national level. In addition to supporting an enabling environment for nutrition, the programme is implemented in two districts in Malawi, Dedza and Salima, with the objective of improving the nutrition situation and resilience to food crises of women in reproductive age (15 – 49 years) and children under two.

RESPONSIBILITIES

The major role of the Junior M&E Officer is to ensure that activities being implemented in the two FNSP districts of Dedza and Salima are properly monitored, and data is collected (80%). Additionally (20%), support to national level activities mainly at FNSP Lilongwe level.

Specifically, jointly with the M&E specialist, the Junior M&E Officer will be responsible for the following

    • Coordinating the review of reports from FNSP Implementing partners so that they are in line with the set standards and issues requiring further attention are followed up on
    • Plan and monitor activities being implemented by Local NGOs. Specifically, the officer will support the proposal development process, implementation, as well as monitoring.
    • Collect progress data on specific work packages through monitoring visits to ensure timely response to different topics and issues
    • Support the Technical team in ensuring that implementation issues from Review meetings and Field Missions are properly documented and followed up.
    • Track progress of pilots being implemented by the program, specifically Toilet Construction technology, Climate Smart Backyard Gardens, COMSIP groups (Mango Drying and Irrigation)
    • Support the Development Advisors in Dedza and Salima in tracking activities related to District Fund, specifically ensuring that all processes are properly documented and at the same time provide updates on different community interventions being supported by the District Fund
    • Collaborate closely with the Junior District Coordinators to ensure optimal flow of information between the FNSP team based in Lilongwe, the FNSP team members based in the districts as well as FNSP’s implementing partners
    • Support and track progress on the District Coordination Application tool development process, and support the districts in ensuring that baseline information is inserted once the system is rolled out
    • Support the Monitoring and Evaluation Specialist in the following areas
      1. Coordination of studies being commissioned by the program
      2. Coordination of national level Monitoring and Evaluation activities
      3. Reporting to the Coordination Unit of the Global Programme in Germany

REQUIRED QUALIFICATIONS AND EXPERIENCE:

ACADEMIC BACKGROUND:

    • A Bachelor’s degree in social science or (agricultural) economics with an emphasis on qualitative and quantitative methods, monitoring, and evaluation skills

GENERAL WORKING EXPERIENCE:

    • At least 2 years of professional experience in implementing M&E programmes related to nutrition/health/agriculture or any related sector
    • Proven experience in the development and application of quantitative and qualitative data collection tools
    • Proven experience of data analysis, quality assurance of quantitative and qualitative studies
    • Knowledge on the nutrition landscape in Malawi and familiarity with SUN initiative is an asset
    • Knowledge on the national nutrition strategic documents, especially the Performance Indicators of the National Multi-Sector Nutrition Policy (NMNP) 2018 — 2022 and
    • Familiarity with the National Nutrition Information System (NNIS) is an asset
    • Good planning and management skills
    • Structured and well-organized working style
    • Able to work in a team and independently
    • Ability to work in a multi-sectoral environment
    • Ability to work in a multi-cultural environment

OTHER KNOWLEDGE, ADDITIONAL COMPETENCIES:

    • Excellent analytical skills
    • Excellent writing skills
    • Excellent presentation and communication skills
    • Sound knowledge of MS Office applications
    • Sound knowledge of computer applications relevant for data analysis (such as SPSS, Excel, and other statistical tools)
    • Fluency in written and spoken English and Chichewa.

OTHER DUTIES/ADDITIONAL TASKS

• Performs other duties and tasks at the request of management

• Immediately reports all problems involving activities and regulations to his/he Superior

DUTY STATION

The position is tenable in Lilongwe with frequent travel to Dedza and Salima.

PROJECT PERIOD

FNSP is running up to March 2025
