Job Title : MEAL Manager
Reports to : Director Programmes Management and Quality Assurance
Location : Country Office, Lilongwe, Malawi
Key Responsibilities
The Monitoring Evaluation Accountability and Learning (MEAL) Manager is responsible for developing processes, designing and supporting the coordination of all MEAL functions with program designers and implementation teams for all World Relief Malawi programs and projects. This involves supporting the identifying, tracking of key project monitoring indicators, analyzing and sharing of the data and lessons learnt to stakeholders. In addition s/he will be responsible for coordinating data collection, processing, and analysis for special studies and evaluation exercises.
Working Relationship: In country, the MEAL Manager shall liaise, coordinate and collaborate with the Director Programs and Quality Assurance, Director Finance and Operations, and other Program Leaders. The MEAL Manager directly supervises the MEAL Coordinators. Externally, the MEA: Manager is required to communicate with Technical Advisors, Impact Systems Team, and Program Officers to address MEAL needs for project implementation.
Essential Functions:
Oversight of MEAL Functions:

- Oversees all aspects of in country MEAL functions including supporting on the creation of to support project implementation
- Actively participate in the development/refinement of WR Malawi’s monitoring and evaluation framework
- Track and report on the progress and status of indicators of all the WRM projects/programs funded by donors and Church partners
- Support the creation and documentation of projects/program MEAL tools, data collection systems, reports, analyses and evaluations and ensure they are disseminated to all key stakeholders including beneficiaries
- Facilitate MEAL activities that involve external evaluators
- Serve as the main contact for collaborative efforts in data collection and the establishment of specific indicators for all projects/programs in general
- Participate in quarterly meetings with global project team to assess and learn from global trends
Coordination of the collaboration between program design and monitoring and evaluation:

- Supports program directors to ensure project implementation activities adhere to the predefined processes, internal policies and standard indicators as set by log frames and activity plans the WRM, donors and church partners
- Conduct final review of program and project indicators and reports
- Conduct high level coordination of the evaluation of activities and communicate results to the Country leadership and program staff to help ensure that objectives are achieved
- Actively participate in proposal development (log frames and M&E plans), project design, and annual work plans during both creation and revision phases
- Prepare and implement advocacy plans for the enhacement of WRM visibility. Ensure that programme learning is built into the programme cycle.
Support capacity building for project staff:

- Organize staff training and orientation workshops on project management, M&E, and data collection as related to monitoring work and program quality
Learning and Dissemination:

- Support the Director Programs and Quality Assurance to create intentional processes for shared learning and reflection to improve program quality, including documentation and application of ‘lessons learnt’
- Participate in regular periodic project/program review processes
- Prepare and present findings at learning summits and conferences
Staff Management

- Manage, mentor and motivate direct reports to undertake their roles and responsibilities effectively;
- Ensure that MEAL staff have clearly defined objectives, understand their responsibilities and receive meaningful feedback on their performance.
- Manage the performance of all direct reportees through:
- Effective use of the performance management system including establishment of measureable objectives, periodic reviews and fair and unbiased evaluations;
- Coaching, mentoring and other developmental opportunities;

Qualifications and Experience
Masters Degree in Statistics, Economics, Public Health, Sociology or any related field of study; and a minimum of 5 year work experience in monitoring and evaluating complex, large, multi-year development programs. Those with Bachelors degree in relevant field should have a minimum of 7 years work experience in monitoring and evaluation.
Skills & Knowledge:

- Proven expertise in quantitative and qualitative methodologies, operations research, management information systems, reporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per objectives.
- Demonstrated strong management, coordination, teamwork, and planning skills with a proven ability to function effectively with multiple counterparts in private, public, and NGO sectors.
- Strong understanding of M&E, policy, and compliance requirements.
- Excellent written and verbal communication skills in English including excellent facilitation skills, demonstrated technical writing skills for publication, and ability to analyze and solve problems, persuade, network, and negotiate.
- Strong statistical and spatial analysis skills using SPSS, STATA, QGIS, ArcGIS etc as well as strong mobile data collection and designing skills using ODK, Kobo Collect etc
- Experience in mentoring, coaching, facilitation and training applying adult learning principles and practices.
